When I choose Ghost(Pro), can I decide the Ghost version and down-/upgrade the version at any time to make sure that it is compatible with my theme?

Don’t think so, usually GhostPro runs the very latest version.
However, you can check at support@ghost.org.
@flip Ghost only introduces breaking changes for themes in major versions which is around once per year. For major version upgrades there is a manual but quick+easy upgrade process if your theme is detected to be incompatible, otherwise your Ghost site is kept on the latest version.
