Does Ghost support the creation of manual subscriptions, or are subscriptions tightly coupled to Stripe?

The issues at hand is that Stripe does not support a lot of payment methods in the context of recurring payments. Our company is based in Europe and, in contrast to the US, most customers aren’t used to using a credit card for payments. What we’d like Ghost to support is:

(1) Customer does a one off payment for a fixed period of access to our content (eg. 3 or 6 months)
(2) We add a member to Ghost and manually link a subscription to that member

Does Ghost support this workflow?
