Staff writers in Ghost Pro

I am considering Ghost Pro for a multi-author magazine.

I see that Ghost Pro plans have a limit on “staff writers.” For example the cheapest plan has a limit of 2 staff writers.

In the docs I see that staff writers include contributors and writers.

So, if I understand things right, I can only have 2 authors. This would make Ghost Pro unsuitable,

Or does the limit refer to users with admin rights (editors and admins)?

Please advise.
