Ghost’s admin interface is not set up for translation. Current work is focused on the parts of Ghost visible to users, not admins.
How to use translations in Ghost: Go to /ghost > settings > language and make sure yours is set to something in the dropdown. Note that this should result in translations shown for the front end website, but has no impact on the dashboard at /ghost. It may or may not affect the theme - while translations are supported in themes since earlier this year, that community translation effort is just getting started.
