Backup possible if Ghost can't start?

Hey there,
I have a question regarding the backup of ghost sites.
The official website only explains how to backup Ghost via the CMS. Is it also possible to backup the most important data when there is no possibility to start Ghost (e.g. defective installation)?

Yes, it possible.

Follow a tutorial to back up your MySQL database and a tutorial to back up your Ghost content folder.

Neither requires Ghost to be running.
