I’m trying to change the 0$ for 0€ and I don’t see where. I tried to delete the free plan or create one at 0 value but both don’t work.
In Admin, go to settings > Tiers, and select the membership. Currency is a dropdown next to tier prices.

That is not possible so far I see. BUT: If you go on the live site it may be showing the correct currency. At least this is the case at my free tier. I don’t know how Ghost is getting that it has to change the dollar. Maybe it is set to match the free currency with the currency of the other tiers.
But in the admin section on the preview it still shows dollar. Check your live site it may show Euros on the free tier.
You have to translate “$” to “€” in the locales/en-json file.
