How to find posts without secondary tag?

I’m trying to find post by primary tag and having no secondary tag at all. Anybody help!!

Filtering based on counts has not yet been implemented. This is tracked here:

Out of interest, what’s the use case for doing this? Maybe we can find a temporary work around.

I’m trying to implement multi level tags by using primary tag as parent and secondary tag as child. Anyway, found another way to display data. Thank you very much for your prompt reply!
