In My Local PC Install Ghost CLI-v 1.9.9 And Ghost Version 2.16.3
first time ghost install fine but when i am give the command "ghost restart " Facing The Problem 
But My Site Is Not Private 
I Thing It’s a Bug . Please Fixing The Bug.

@Rubel thanks for the report, we’re looking into it. In the meantime, if you click Save on the General Settings screen whilst the private toggle is off then the private mode will be disabled again until Ghost is restarted.
We’ll issue a patch release as soon as we’ve found and fixed the cause.

Ghost 2.16.4 has now been released with a fix for this issue.
