I would be great of have flexibility to manually create tiers. Stripe has lots of problems and is not supported in India and in many other countries. So basically a large population of users is excluded .
If manual tiers / offline payment method is supported atleast the admin has option to manually manage things in his/her region without depending on a payment processor
