I just upgraded to the free foundation plan and followed the instructions again. Now it works perfectly fine. It turns out the plan I had in mailgun only supported sandbox emails which is why nothing worked so I just upgraded my plan to the free foundation plan and was able to create the custom domain and then fix the config production file again based on the original comment.
