Hello, I’m just getting used to the editor. How is this element constructed? I quite like it but can’t see it in any of the / commands.

This is called Table of Contents. This is a Javascript library. This is something that is not present in the editor. The library grabs the H1, H2 or H3 & builds something like this to the front end of your theme.
