I reported a bug for Massively, which was ported to Ghost recently, on the git page for the theme, but it doesn’t look like anyone is checking there (Publication cover image hyper-zooms when browsing on widescreen display · Issue #3 · TryGhost/Massively · GitHub) where is the best place to report issues with the new themes?

The theme is open source. If you want the bug fixed, feel free to work on it - that’s how it works 
Make a pull request and fix it 
And GitHub would be the only place to report bugs in that theme. I don’t know if ajlkn also wrote the Ghost/Handlebars code, but if that’s the case you could also message him on Twitter.
