I’m trying to embed a YouTube Short (vertical) and have it adapt to various screen sizes as well as appear smaller, justified to the left or right, so folks can read the content on the page and also play the video at the same time. I’ve created an iframe for the video that works, but it appears huge and center-justified no matter how I change the HTML in the iframe.

Not exactly what you ask but I made a Youtube Embedder (for privacy and performance purposes): Better YouTube Embed - Privacy-First YouTube Embed Generator
It allows you embed Youtube short in “horizontal” mode. Maybe you find it better for your use case. Paste your Youtube short url, and in “Optional Settings” uncheck “Vertical”. You get a player something like below:
