Is there an Announcement list I can subscribe to that let’s me know when a new stable version of Ghost is released? And esp. when it is a security update?

You can set up an RSS reader to make a feed out of Ghost’s GitHub release page. I’m not sure about “super notifications” for security updates though.

I’m now watching Releases · TryGhost/Ghost · GitHub - and getting github to email me when there is a new release. (no need for RSS). It does require a github account though.
Looks like https://ghost.org/blog/tag/releases/ is out of date - last release tagged was 1.0 in July 2017. Probably just a tag issue as I see that the latest blog entry discusses release 3.0.
