I would try updating and see if the issue persists.

If possible, see if you can replicate on another device.

If you’re still having issues, please make a new post on the Forum, explaning the issue.

Just a quick note: I figured out that if the top element in your “select all” selection is itself a snippet, you do not get the full toolbar with the “create a snippet” button.

I worked around it by putting some throwaway text above the top snippet, then was able to select-all and made a snippet that it a collection of snippets.

One year after the trouble I had about the snippet, I just solved the issue.
The main problem was the keyboard layout.
On AZERTY keyboard, the shortcut Ctrl+Q is binded to Ctrl+A which prevent using the “Select all” classic shortcut.
Ex : When I try to “select all” with the keyboard shortcut on a text element, it toggles it to quote Level 1 and level 2 if I try again.

As soon as I switch my keyboard layout to QWERTY, the keyboard shortcut works perfectly and I am totally able to select all and create a snippet from it.
Although, I agree with @BruceInLouisville, I need to have a text element as first element to see the toolbar appear. If the first element is a HTML element, it does not appear.
