Posting merch abroad from the UK

Hello! We’ve just introduced a new payment tier for supporting our newsletter, and we are sending tote bags as a welcome gift. I’m based in the UK, and there’s a customs form to fill out (CN22) when I send them abroad. I’m not sure whether to check ‘gift’ or ‘sale of goods’ to describe contents. Just wondering if any other ghost users have experience of this? Thanks!
