Tutorial on how to create a resource page like ThePublisherWeekly

I am a HUGE fan of how The Publisher Weekly has a resource page that links to external sites

I have my own use case for this, so I’m wondering if anyone has any tips or steps I could take (including code where possible) so I can make something similar.

I not a developer but I know basics of code, so willing to give it a go.
