Unable to start Ghost 3.38.0 locally

after updating to the latest version 3.38.0 I am no longer able to start my local Ghost installation on Windows 10.

@giacomosilli We’ve just released 3.38.1 which contains a fix for this problem. You can upgrade through the usual Ghost-CLI method :slightly_smiling_face:
