Where is my tag management entry?

Hello guys.

I’ve configured Ghost (ghost-cli 1.17.3, node v14.18.0 and npm 6.14.15) on ubuntu 20.04. Everything looks good except I can’t find Tag Management on the admin panel.

But I can visit the tag management page directly through url (https://my.site/ghost/#/tags). What could be the problem?
