Add tag webhook does not fire if a tag is added outside the post editor

Issue Summary
Adding a tag to a post from outside the editor doesn’t fire the “Added tag webhook”
Expected the webhook to be fired when a tag is added to the post, no matter how it is added.

Steps to Reproduce

  1. Go to the posts tab
  2. Right click a post
  3. Add a tag
