Adding sections, static content

I’d like my website to look like levernews.com. I understand i have to tweak the basic templates a lot to add different sections, organize posts and add static content like sponsors/ads.

Is this doable without developers?

And, is this possible to achieve with 3rd party templates and minimal tinkering?

I would say not without a decent amount of tinkering. Theres a heck of a lot going on there with code injections that you can see from the source. You could maybe start with Crimson, Newspaper, Reporter, or Tripoli themes and customize those. Or maybe email their support address on their contact page and see what theme they based theirs off of since it does look like a ghost backend.
