"Create a locales folder" - where exactly?

I’d like to add a locale file. This page says “create a locale folder”.

Where exactly ? I’m guessing somewhere inside the theme folder ? at root level ? somewhere else ?

Also : in Settings > General > Publication Language the link “using Ghost in other languages” sends to this page : https://ghost.org/docs/i18n/ who results (with me at least) in a 404 error.
