How to change locale moment js in source code ghost admin

I’m install ghost from source code. In Ghost admin, I translate to my language, but i can’t change locale momentjs to vi.
I’m try to : moment.locale(‘vi’); in file application.js (core/client/routes/application.js).

I think locale is defined in the Ghost server config, is it not?

thanks for reply, but it setting to define for theme, not for admin.
im try to edit publication lang, but nothing happened
