How to send an email to new subscribers without using a third party

I would like to know if there is a way to send an email to someone who just joined the mailing list? I am using mailgun as an email provider.

Mailgun may be used for both transactional and bulk (newsletters) email. So what problem do you have?

I set up mailgun for transactional and bulk emails, but the people joining the mailing list are not getting a custom welcome message. How can I set it up?
