Newsletter disabled, user can still toggle it

Issue summary

  • When newsletter sending is disabled in settings, logged-in users are still able to toggle it on/off in their Portal account settings (Account → Emails).
  • The user option to toggle a newsletter should disappear if there is no active newsletter. Only the Comments notification toggle should be there.

Steps to Reproduce

  1. Disable newsletter sending (Settings → Email newsletter → Newsletter sending toggle).
  2. Sign in to an account, Manage account, view Email preferences.
