Pin posts in the dashboard

My use case is that I create templates for posts that are then duplicated in the dashboard. However, these templates can often get lost as I create new posts. Pinning posts*, especially drafts, in the dashboard would be handy.

If you tag these template posts as e.g. #Templates, you can create a custom view that will be listed under the default views.
