Please wait XX hours preventing new registrations/logins issue

Running the latest build, and suddenly having an issue where new users can’t register because the system is blocking everything under spam controls, saying “No new login attempts for five hours”, or whatever. I temporarily fixed it by changing free retries in the json config, but it started again.

This only began happening after the latest build. Is this a bug? It sure isn’t a very good feature, if not.
