I love ghost but I hate all of these themes so much. I cannot find a retro webdesktop style theme, do they exist?
Something like https://drops.maxvphillips.com. A desktop, with icons, that are draggable, clickable.
Is that possible with a ghost theme, or is there some other way to do this?

The only credible ‘DIY Builder’ for Ghost Themes is Fantasma. You can see what you can pull together on your own or reach out to their devs to see how they can help you achieve that. Worth giving it a try, if you come stuck in other avenues.
It’s simple enough for a non-techy to get their heads round. It too might fall short on what you ideally want, however you may come up with some middle ground while you figure out the rest.

Themes like you share are completely client-side things, nothing special for the backend. So technically it’s completely doable as a Ghost theme. But I didn’t see any Ghost theme examples like those. Maybe because no one asked for it. So first requirement is already done 
I created this theme inspired by Windows 98 using 98.css a few years ago, but it is not yet complete.

(Actually, I totally have an excuse - I have some 2000-era posts at the end of my portfolio, and /maybe/ pre-2005 content should render with a totally different template. This is possible, but a nuisance.)
