It sounds like a problem with your browser (cache, privacy plugin?).
Are there any errors in the browser console (have a look here for OS specific instructions: Finding Your Browser's Developer Console | Balsamiq)?
Something is blocking requests from your browser to Ghost. Could be anything from a VPN that is running, to browser plugins.
Since I can access the link you posted in the original post, it’s most probably not an issue with Ghost.
I had the same issue in two of my instances when I switched my subscription settings to ‘nobody.’
Was getting a 404 error in my debug console in Chrome and Firefox despite the file being directly accessible.
Toggling the subscription setting to ‘anyone can sign up’ brings the dashboard back to life. Toggling back to ‘nobody’ does not re-introduce the problem hence, fixed my two instances.
