For anyone finding this post as of June 24, 2023, I wanted to just give a quick update:
@Cathy_Sarisky thank you for your post! I followed your instructions but when running on Ghost 5.52 using Windows WSL2, I encountered this error:
To fix it, I deleted "service": "Google", in my config and everything worked!
For me, here is my current config (in config.development.json) for how I got the Forget Password link to work on my Ghost local install:
PS. The entire reason I needed to even do this was because my login stopped worked on my local machine this morning. (I have no idea why it happened. 
) But luckily, I was able to follow this other post to bypass the `“Login failed too many times…” error.
