I see the option to make a page a “featured” page. However, I can’t see that actually does anything. Am I missing something?
Its effect will depend on how your theme uses featured posts. Some themes (e.g. Source, Edition) also have settings to enable/disable the featured post sections.
This is about featured pages, not posts.
Same thing, completely dependent on the theme. Most themes likely don’t do anything specific for featured pages but it’s a tool there to use in your theme if you need it.
