Header disappears in “Source” theme when membership is disabled

In the Source theme (latest version 1.2.2) the publication cover and header text, i.e. the whole header, disappear from the “landing” layout when member/portal features are disabled.

Expected behavior would be for the email signup field to disappear, but not for the whole header to disappear. I’m trying to create a site without a newsletter but I still need the homepage “hero” section.
