How do I use ^ so that I can make a quote?

I see this character on my iMac keyboard, but when I use Shift ^ to make that character, and at the same time Q (for quote), it doesn’t work.

The ^ means ctrl (I think the help that shows up when you hover over it should explain that) - So you need ctrl+q
