Publish Date Bug Ghost 4.10.x

Hello,
I would like to contact you because I have a problem since the 4.10.0 update with the publication dates, you enter a date & hours, and 2 hours are added when clicking out of the field.
It is blocking for the publication that we have to enter 2 hours before the real time of publication.

  • Our system time is good
  • Time display in setting is good
  • Node 12.4.0
  • ubuntu 18.04
  • Ghost Version 4.10.2
  • Database mysql
  • Setup on Plesk Obsidian Version 18.0.36 no docker
  • Nothing in the node logs
