Does Ghost have a way that new subscribers to my newsletter can download a free book?

Definitely!
One way to do this would be to use a welcome page that all new subscribers land on when they first signup. You can place your download on the page using the File card, or you can embed the download from any other cloud service (dropbox, google drive etc.)
