Dev Contribution Process to Ghost on Github

Hi all,

I have an idea for development that I think should be universally useful to everyone (I know, famous last words). I read the contribution guide, but I am still bit unclear on what the preferred process is for contributing to Ghost.

Is it preferred to open up an issue in the relevant repo and just request that Ghost admins assign it to me or should I just start by forking my own version of the repo and then submit my pull request back to the Ghost master?
